Saying that New York’s Vehicle and Traffic Law defines a “Mobile Telephone” 
as a “device used by subscribers and other users of wireless telephone service to access such service,” 
and that a “Wireless Telephone Service” is defined as 
“two-way real time voice tele-communications service 
that is interconnected to a public switched telephone network 
and is provided by a commercial mobile radio service

The Bottom line is, while some States and Countries, 
have Protected the Rights of Amateur Radio Operators.

Others are still seeking to Ban Usage of any 
Amateur Radio/ CB's/Walkie-Talkies/Telephones 
inside of a Vehicle while it is in motion.

And even if it is "Legal" within your State or Country.

You STILL may be Ticketed & Fined for
"Distracted Driving" or "Unsafe Operation of a Motor Vehicle"
